    CINCINNATI -- A weird cloud over the west side had the Tri-State buzzing on Thursday afternoon.The good news is it was not a tornado and it didn't pose a threat to the Tri-State, according to the National Weather Service. But what was it?That's where the details get fuzzy.I sent the photos to the NWS in Wilmington, Ohio, for analysis. The gift is enough to support $110,000 in scholarships every year in perpetuity, college officials said.Currently, Clifton-based Cincinnati State hands out about $750,000 in scholarships through endowed funds – so the college will be able to increase that funding by nearly 15 percent.The average Cincinnati State student pays $5,800 in tuition, fees, books and supplies per ..
